Seems like an easy fix for someone who is handy. This retro toy is so adorable! Great for display and nurseries. The key wind works and the elephant spins his umbrella thing while the spiral makes the balls climb up the ladder and drop into the open bucket. Zone occupied Germany so likely produced 1945-49.
